The ICF has adopted rules of carrom long back and very few changes have been undergone recently. I suggest following modifications : 1. A player can pocket the queen only after pocketing first coin . Even if the coin has come up as penalty/due he is allowed to pocket the queen(hope this presumption is right) and cover it. A player and the referee has to carefully keep in mind whether the first coin pocketed has come up or not? Here I suggest a simple solution to ease the job of referee and also player keeping in mind about first coin. : Anytime in the board when there are nine coins on the board queen should not be pocketed, if pocketed it will be taken out by the umpire and the player will loose his turn.
This will help player and referee to implement correct rule without any hesitation.
The nine coins rule may not always be correct. If a player pockets a coins and due to a penalty if the coin comes back to the board, the player can pocket the queen.
